Just how easy is it to access information from Nakuru county government? Well this is my personal experience : wanted to access copies of some of the bylaws enacted by defunct authorities that make up Nakuru county. Went to county legal officer who directed that I write to the county secretary which I did. Went to county secretary who referred me to his deputy. His deputy was not there. Later he came but was too busy for that. I tried at the county assembly legal officer, surprisingly, he did have even personal copies. My visit at the county assembly was another lesson ; county assembly staff are very friendly and receptive. Office of the speaker, office of the clerk and other departments of the assembly are alive to the spirit of service to the people. Back to bylaws, if the bylaws cannot be accessed on request by the public, how then can they be enforced against the same public? If very public documents such as bylaws cannot be accessed, what about information on procurement, finance and planning? All in all, the county assembly of Nakuru will be launching their strategic plan on Friday. Office of the clerk promised to make it public. Was very impressed by the assembly staff. :
