Just listened to the You and Yours phone in about dangerous dogs. After a litany of horrific stories about mangled infants (I thought I was listening to the Daily Mail for a minute) we had a series of doggers (I think thats the word) ringing up with the usual vacuous platitude theres no bad dogs only bad owners. How this is meant to inform the debate is beyond me. Perhaps they are dog mind readers and it is true but then so what? Does this heal the skull of the woman gobbled up by a bow wow last week or any other of the 6,000 people a year hospitalised by do attacks? I think not. My solution (I know you have been waiting to hear it) is that dog owners regulate themselves by forming a cooperative that one must join to own a dog and to whom one must pay fees to cover its operating costs. This cooperative would have legal responsibilities for all doggy stuff from making sure the country was free of dog associated unpleasantness to making sure hooligans were not allowed to own a dog. As Niall would say ruff justice.
