Just paid 10 cents to use the toilet at the market. When I asked - TopicsExpress

Just paid 10 cents to use the toilet at the market. When I asked if there was any toilet paper, I was told to pay another 10 cents and was given a strip of paper that has been torn from a roll. Now my question is 1) Is it even legal to have to pay to use the toilet? I ask because sometimes, pay 10 cents is just a handwritten note pasted on the wall near the entrance. The person collecting it does not wear a uniform or have any name tags identifying them as being legitimate. 2) Since there are toilet roll holders installed in the toilets, why are they always empty so that we have to pay extra for paper? Is it not logical to assume that the price of entry would include toilet paper? I would like to know what the actual rules are regarding the use of public toilets at the market and hawker centre. Anyone knows?
