He added that the president can only act unilaterally in “instances of self-defense.” President Obama did not seek congressional approval for his military strikes against Libya in 2011. That bombing campaign led to longtime dictator Muammar Gadhafi’s ouster. President Jimmy Carter today announced that a unilateral attack (without UN Support) would be illegal. "A punitive military response without a U.N. Security Council mandate or broad support from NATO and the Arab League would be illegal under international law..." How will this play out?
