Just to let everyone know, there are some within Utah Law Enforcement that understand. This is from an official here in Utah. I think it speaks volumes and shows that the message is being received. Your thoughts? Social values and norms are changing, the response of many people to police is changing and law enforcement must adapt. Officers must learn to protect themselves by slowing down and waiting for back up, collecting information, evaluating and analyzing the information and taking action. Having options available which include cover and retreat if necessary. So often a shooting occurs when an officer has given up control and the advantages that they may have had. It is our duty to go into a situation when others are running away, many deadly encounters are the result of a suspects actions and cannot be avoided. Departments have an obligation to their officers and to the public to evaluate every OIS, debrief and learn from the encounter. Training and tactics can always be improved.
