Let’s see what the 1987 Constitution says about it. Article XI, Section 3, in its sub-sections 1 to 8, requires the justice committee to submit to the plenary a report of the voting which upheld the three impeachment complaints. within a period of sixty days. Sixty days from August 26, 2014 would be October 26, 2014. Assuming that the report would be submitted on October 26, 2014, it would then be calendared by the House within 10 session days from receipt thereof. Once the impeachment complaints reach the plenary, there is no time frame within which congressmen are to finish their deliberations. There is also no deadline within which their votes, whether to endorse the complaints to the Senate for trial or not, would have to be made. Indeed, only God knows how long the House will resolve these complaints.
