KUWAIT TO PASS BILL ALLOWING EMPLOYING PRIVATE SECTORS EMPLOYEES TO WORK PART TIME PROVIDE IT IS DONE OUTSIDE THE OFFICIAL WORKING HOURS OF THE COMPANY OF THE ORIGINAL SPONSOR KUWAIT CITY, Dec 7: The Public Authority for Manpower is currently working on a draft bill to allow private sector employees to work part-time, provided it is done outside the official working hours in the company of the original sponsor, reports Al-Qabas daily quoting Director of the authority Jamal Al-Dosari. It has been reported earlier that the authority is in the process of activating an article in the Private Sector Labor Law number 6/2010 that authorizes the concerned minister to issue a decision on the conditions for hiring workers in the private sector, such as those related to allowing employees to work for others outside their official working hours as part-timers. The rules would include filing a special form to be signed by the worker’s employer, and shows the approval of the worker’s sponsor and the manager of the part time job. In a press statement, Al-Dosari explained the labor law allows private sector employees to work for another employer provided the concerned minister issues the regulations and conditions in this regard. The second clause of Article Seven under Section One in Chapter Two of the labor law states that, “the minister shall issue resolutions that regulate the conditions for granting permission for the manpower of one employer to work for another employer for some time.” Asked about the expatriate personnel in the government sector, he said these employees are covered by the Civil Service Commission Law. He disclosed Article 25 of the law allows the employees to work part-time in a non-government authority as per the rules and regulations, as long as approval is obtained from the concerned minister. On the other hand, Al-Dosari announced suspension of receiving and processing transactions in all labor departments for two weeks starting from mid-December until the beginning of 2015 for stockpiling activities. He said these departments will not issue new work permits or process renewal applications within this period. He clarified the labor departments will receive applications for work permit renewal, cancellation of visas for those returning home for good and issuance of work permits for the first time. He added the labor departments will open the door for the recruitment of workers from abroad in accordance with the actual manpower needs of the country in early 2015.
