KZN COGTA ISSUES WARNING TO POOR-PERFORMING MUNICIPALITIES The KZN Department of Co-operative Governance and Traditional Affairs (Cogta) will not condone non-performance and anarchy in any of the province’s municipalities as the recent dissolution of the troublesome Mooi Mpofana municipality has demonstrated. “Dissolving an elected council and forcing by-elections is a radical step that is never taken lightly but it is an option to deal with municipalities which fail to deliver services to their residents as a result of non-performance or political infighting,” said KZN MEC for Cogta Nomusa Dube-Ncube. KZN Cogta’s tough stance on the Mooi Mpofana municipality was the culmination of a long process whereby the department made several attempts to put things right in that municipality by engaging with the elected councillors, municipal employees and the wider community. “We had to conclude that our support was not yielding the desired outcomes and the circumstances at Mooi Mpofana gave us no choice but to opt for the ‘nuclear’ option of dissolving the municipality and taking over its executive functions through an appointed administrator,” said Dube-Ncube. KZN Cogta now hopes that other municipalities in the province where non-performance and political infighting are factors will take notice of Mooi Mpofana’s fate and work harder to reform and fulfil their constitutional mandate of serving their respective communities. “The dissolution of Mooi Mpofana and the takeover of its executive functions by the provincial government shows that no municipality is safe from such a drastic intervention if its councillors forget what they were elected by their communities to do,” said Dube-Ncube. Tomorrow Friday, the 5th September 2014, Dube-Ncube will meet with stakeholders including Business Community, Farmers and Ratepayers in Mooi-Mofana Municipality, she will later engage the community of Rossetta park as part of involving the public in the affairs of its municipality.
