KZN COGTA ORDERS SACKING OF UNQUALIFIED MKHAMBATHI MUNICIPAL MANAGER The KZN Department of Co-operative Governance and Traditional Affairs (Cogta) has taken drastic measures against the municipal manager of the Mkhambathi local municipality after discovering inadequate qualifications for the job on his part. The Department has been conducting an internal probe into the qualifications of Municipal Managers in the province and discovered that the uMkhambathini (Camperdown) Municipal Managers qualification do not meet the set criteria in the local government legislation, in that Municipal Mangers must boost five years’ experience in management positions and that they must have a Bachelor’s degree. It is against this background that the department has recommended that the Mkhambathini Municipal reviews this appointment and consider removing the Municipal Manager from this position. “The steps we are taking against this municipal manager demonstrate we mean business when we say we want to professionalise local government and that we adopt a no-nonsense attitude when it comes to ensuring that only formally qualified, experienced and dedicated individuals are eligible to run KZN’s municipalities,” said KZN MEC for Cogta Nomusa Dube-Ncube. KZN Cogta regularly reviews qualifications of key municipal employees in the province to ensure compliance with the national competency standards and has been in contact with the Mkhambathi municipality regarding the qualifications of its municipal manager. The municipality has been ordered to act on this matter without any further delay. KZN Cogta has repeatedly made it clear that there is no place in the province’s municipalities for managers who fail to submit proof of their qualifications for review by the department. Recently the department announced that all CFO have until September 2015 to comply with the requirement of National norms and standards set by Treasury in addition to their financial qualifications. “The extraordinary action we are taking in the case of the Mkhambathi municipal manager shows that we as Cogta are putting our money where our mouth is.
