Kakamega Governor Wycliffe Oparanya has dismissed claims that the county budget has not been approved, saying those behind such reports were inciting the public against his government. The governor also said contrary to claims being propagated by his detractors, the county applied to the Transition Authority asking for transfer of devolved functions on time in accordance with constitutional requirements. He said he assented to the Appropriation Bill on June 30, thereby creating the Appropriations Act, which cannot be accepted by the TA before the application for transfer of functions is approved. “The Appropriations Act has been published and is available for public scrutiny. The TA and Office of Controller of Budget are aware of the right position as opposed to what is being peddled,” said Mr Oparanya. He said his county was among the first to submit its budget. “People should treat such reports as rumours meant to serve a partisan agenda,” he said during a press conference in Eldoret Saturday. The TA is expected to receive applications from the 47 counties on areas they are able to implement in line with constitutional requirements, before it gazettes the functions to be transferred to various counties.
