Kalaba says Constitution is ‘Useless’ to His Constituency Foreign Affairs Minister Harry Kalaba says the people in his constituency are not interested in the new constitution but only want development. Kalaba whose highly publicized tour of his constituency, thanks to his bottomless wallet has been mostly about parroting everything President Michael Sata has said on the constitution told his constituents that the constitution talk was only restricted to Lusaka. He said there was no need for a new constitution and that advocates of the new constitution were just wasting their time.
