Kenyas Deputy President William Ruto has arrived in Addis Ababa accompanied by ICT Principal Secretary Joseph Tiambati for the African Media Leaders Forum. He will this afternoon address a session on press freedom in Africa. During the morning session, Kenya, Tanzania, Ethiopia and South Africa were the focus in a heated debate on the role of governments in press freedom. The governments of the three countries were criticized for spearheaded the enactment of anti-press freedom laws. Dr. Haron Mwangi, the Chief Executive Officer of the Media Council of Kenya cited the Kenya Information and Communication (amendment) Bill passed by parliament recently and told the gathering that it had clauses that impose heavy fines on media organizations and journalists and that would hinder access to information and ead to intimidation of journalists noting that the bill violates the spirit of the constitution. He says media stakeholders have urged the president not to sign the bill. The Executive Director of the Media Council of Tanzania Mr. Kajubi Mukajanga claimed that journalists in Tanzania are working under an environment of harassment and intimidation. He cited several examples of arbitrary arrests of journalists and accused President Jakaya Kikwete of paying lip service to press freedom. That was the same narrative for Ethiopia. The Executive Director of the Horn of Africa Press Institute Mr Amare Aregawi said although the constitution guarantees press freedom there are many laws that undermine that freedom for instance laws that hinder access to information. He told the gathering that the government has monopoly over broadcast media as there is no single private TV station in Ethiopia. Government representatives were not present to respond to those remarks. Kenyas Deputy President is expected to address the forum this afternoon from 4pm. Media owners, media managers and editors from across the content are attending this event organized by the African Media Initiative.
