Maintain the distinction between homeschools and public school programs, includ¬ing virtual charter schools. Homeschooling parents take direct responsibility for their childrens education. By contrast, parents of public school students (including those who enroll in a virtual charter school or other public school program that allows them to study in their homes) turn the responsibility for their childrens education over to the public schools. Unless a clear distinction is made between virtual charter schools and homeschools, homeschoolers are likely to be expected to comply with the standards and requirements that are imposed on virtual charter school students because they are public school students.
