THE DOCTOR TO THE BARRIOS PROGRAM (DTTB) The Doctor to the Barrios Program was started by the late Department of Health Secretary Juan M. Flavier’60 in 1993 to answer the gap in health access created by decreased health human resources, specifically medical doctors, in far flung municipalities of the country. It is a voluntary deployment program for municipalities and areas which are deemed doctorless by the Department of Health. These doctorless municipalities are those that have an income class of 3rd and below and had not seen a doctor for at least two years or more. Usually, these are islands or land-locked areas not accessible to regular transport, with some would literally take a whole day of travel. Specially for these areas, the DTTB serves as a cornerstone in the attainment of the Aquino Health Agenda which is Kalusugan Pangkalahatan, rendering healthcare service to otherwise inaccessible areas. The “DTTBs,” as they are called, will serve as the Municipal Health Officer or Rural Health Physician of his community—serving simultaneously as clinician, educator, leader, social mobilizer and researcher on his area of assignment. Above all, the DTTB is tasked to promote public health for the ultimate betterment of the healthcare on his community, amidst the political, financial and social obstacles around him. Specifically, here are some of the duties and responsibilities of a DTTB: A. Act as the Officer- In-Charge of the Rural Health Unit (RHU)/ Municipal Health Officer (MHO) with the following functions: 1. Conduct regular medical consultation and referral of serious cases to appropriate health facility. 2. Supervise activities and performance of the RHU staff. 3. Ensure effective implementation of national and local health programs. 4. Conduct capability building activities for the RHU staff and Barangay Health Workers on health Programs 5. Facilitate the conduct of IEC in his/her area of assignment 6. Conduct epidemiology investigation, whenever necessary 7. Perform medico-legal services 8. Conduct Medical Outreach programs, whenever necessary 9. Facilitate the annual planning and budgeting for health. B. Facilitate community diagnosis of his/her area of assignment and the preparation of an Annual Area-based health Plan C. Facilitate the implementation of the least one (1) community-based project in the area of assignment during his/her term as DTTB, preferably on “Botika Ng Baranggays,” Baranggay Health Station, development, etc. D. Attend the capability building activities for DTTBs E. Submit a monthly report of accomplishment to the Local Chief Executive (LCE) and monthly to the DOH Regional Office. F. Submit semestral Performance Contact and Performance Evaluation to the DOH. It must be noted, however, that the duties and responsibilities of a DTTB still would ultimately depend on the times and needs of his community. Since 1993, the UPCM alumni had joined the ranks of the DTTBs with the recent years seeing increase on their numbers. For the latest batch of DTTBs (Batch 32) which is composed of about 104 doctors, there are seven UPCM alumni, all belonging to Class 2014 (the most recent graduates): 1) DR. JANA DEBORAH MIER (DTTB Batch President)- Quezon, Quezon 2) DR. JOSEPH IZON BRAZAL- Pitogo, Quezon 3) DR. DAVID DICIANO- Basco, Batanes 4) DR. MARVIN MASALUNGA- Coron, Palawan 5) DR. RALPH JULIUS MENDOZA- Sabtang, Batanes 6) DR. ANNA SHARMIE QUEZON- Morong, Bataan 7) DR. ANGELI ROSE WAGA- Salay, Misamis Oriental
