He asked I told him federalism is very parallel from federation ans he asked me how The basic idea behind a federation in other words Confederation is the coming together of a group of Sovereign States (ie Zambia Zimbabwe and Malawi etc) bound by treaties/ties to one another yet each State etc retains Sovereignty within their own borders this includes the right to negociate treaties with other nations, to regulate trade within their borders, assign taxes and tarifs, etc. In fact the European Union is a good example of federation as all countries in this federation are bound the the treaties of EU ie Lisbon Treaty 2009, the European Comunion Treaty 1972. And in our case the federation of Rhidesia and Nyasaland 1953 to 1963 meant Nyasaland could not any law regarding its trade and taxes and development separate from the federation hence Kamuzu Banda took advantage of this to fight for two things 1. Separation or breaking away from the federation and 2. Independence. So if you say Kamuzu said federation is stupid you are indirectly supporting secession which is worse than federalism. For the first time I heard him saying, I have been confused about it since I was young now I see the meaning so what is this federalism you are advocating for? Federalism is a system of government in which a written constitution divides power between a central government and regional or sub-divisional governments. Both types of government act directly upon the people through their officials and laws.America has throughout its history seen federalism defined in a variety of patterns. Co-operative federalism: this assumes that the two levels of government are essentially partners. Dual federalism: this assumes that the two levels are functioning separately. Creative federalism: this involves common planning and decision making Horizontal federalism: this involves interactions and common programmes among the 50 states. Marble-cake federalism: this is characterised by an intermingling of all levels of government in policies and programming. Picket-fence federalism: this implies that bureaucrats and clientele groups determine intergovernmental programmes. Vertical federalism: this is viewed as the traditional form of federalism as it sees the actions of the national government as supreme within their constitutional sphere. In America each state has its own position of legal autonomy and political significance. Though a state is not a sovereign body, it does exercise power and can carry out functions that would be carried out by the central authority in other governmental set-ups. The Constitution set up a division of power between the federal and state governments which initially limited the federal unit to the fields of defence, foreign affairs, the control of the currency and the control of commerce between the states. So when you say Kamuzu called federation stupid you are actually calling for secession which we dont want. We want federalism which brings fairness and equitable distribution of resources My friend is now supporting federalism having understood the meaning
