LABUYO: INFRA REHAB AND ASSISTANCE TO ECONOMICALLY DISPLACED HOUSEHOLDS Labuyo damages have spiked from the P59m estimate on the day after to P932m, 2 days after. Disasters have caused fewer casualties but economic damages keep mounting. It is important to conduct DANA and implement "rehabilitation cum assistance to families" to prevent a spike in poverty and malnutrition. The recent experience of Albay showed that the P2.97bn impact of Typhoon Juaning directly affected 18,700 families and almost 62,000 indirectly affected in terms of household damages appeared later in the FIES as higher poverty creating 4,500 more poor families and in nutrition reports as 17% malnutrition rate. While the DSWD was quick to approve our request for additional 4Ps of 62,000 but this was implemented only by March 2013, thus given the periodicity of FIES and the OPT, the numbers quickly showed. LESSON: DISASTERS ARE GIVEN, IT IS WHAT YOU DO WITH THEM THAT WOULD SHAPE THE WELFARE OF PEOPLE AND THE PROSPECTS OF THE ECONOMY.
