JOSEPH AGUTU – HEAD TEACHER, LAMU BOYS PRIMARY SCHOOL OPENING REMARKS The session started with a word of prayer from Mr. Khalifa Adam. The Chairman, Mr. Khalifa Adam, welcomed all invited guests to the meeting and requested Mr. Alawy Abzein to lead the session. The Chairman of the session introduced himself and requested all participants to introduce themselves. He further presented to members the draft of the strategic plan. He lamented that before discussing on the plan, he briefed members present on the challenges faced by LACET. He requested members to write the following:- 1. VISION 2. GOAL 3. EXPECTED RESULTS 4. ACTION/STEPS ON THE WAY FORWARD 5. OBJECTIVES 6. INDICATORS OF SUCCESS/FAILURE 7. CHALLENGES He said that these shall be the key words which shall be used to lead the congregation throughout the session. The four major arms of failure/success he noted were:- 1. Parents 2. Teachers/Students 3. Ministry of Education 4. School Management Committees TEACHERS • Are teachers confident and committed to their work? • Do the Head teachers ensure that teaching takes place as it should according to the National curriculum? • Do they also promised to promote harmony in schools? PARENTS • Are parents well informed on the school programmes? • Are they also enlightened on regular visits to the schools? LEARNING/TEACHING MATERIALS • Are the above materials enough and readily available? INFRUSTRUCTURE • Are the infrastructure based in schools were enough, safe and well maintained? The Chairman of the session posed to members the following questions:- • Can you go to school and proceed straight to the classrooms? • How often do we visit schools? • Have you ever rewarded the teachers for a job well done? He urged members that before they embark on the plan, we better focus on small issues. As the saying goes, “Take care of minor issues, the major ones will take care of themselves” Finally he posed the following challenges:- TEACHERS • Are they motivated? • Are they competent? • What is their area of interest and how much commitment do they have? MINISTRY OF EDUCATION • Should post enough teachers. • Supply the schools with enough Teaching/Learning materials. SCHOOL MANAGEMENT COMMITTEES • Are they committed? • Do they know their duties well? The most important thing is that; “We must be result oriented” the Chairman added. • We must be able to put people into task • The strategic plan must be a road map to desired situations. He further asked the following questions:- • What is the vision of the strategic plan? • What role do you want to play in the whole journey we want to embark upon? VISION Quality Education for every child in Lamu. The strategic plan to take place from 2014 – 2016 He later asked members to comment on the Vision/Roles/Challenges MR. MOHAMED ABDULKADIR – KRCS 1. He requested for a brief overview of the organisation and a swot analysis which will lead us to identify our capacity and then develop the challenges and thereafter come up with the activities. 2. Identify the indicators 3. Inquire on the guidance from the organisations 4. Asked members to follow the protocol of preparing the strategic plan 5. He urge members to allocate more time on the issue so as to come up with an authentic plan 6. He also advised members to develop an annual plan ABDALLA SAARY – TREASURER – LACET FUND • We started the organisation with the aim of improving the quality of education in Lamu County even though we put a lot of emphasis and interest in school fees. • Started with piloting projects with Mkomani and Lamu Boys primary schools. • We visited the two schools in order to seek for challenges. • Attended the 3 parents meetings. • We asked each school to come up with their strategic plans. • We thereafter merged them to come up with one draft. The Chairman elaborated further on the reason behind selecting these two schools as the pilot projects. The reason was to transform the performance of the two schools so that they become exemplary and ideal schools in this island. If this works, then the same project shall be moved to other schools within Lamu County. MR. KHAMIS I.B. KAVIHA • Mr. Kaviha suggested that the element of Writing was not reflected in the strategic plan. • The issue of Mathematics is not captured effectively. • He further suggested that we should prepare a report on the skills that students have so that we guide them on their career choice. • How will the indicator of high performance be monitored? • He also suggested on the introduction of Integration in schools. • Performance is the teacher and the teacher is performance, he added. A child should be well taught so that we can introduce the reading culture. LATIFA OMAR – BRANCH MANAGER, GULF AFRICAN BANK, LAMU BRANCH. • Commented that the main problem of our schools is the poor performance. • She suggested that we should sit down and look for ways/solutions on how to improve in different subjects e.g. speaking English and Composition writing etc • She also commented that education system in our areas is quite different from other parts of the country. In Lamu students are not given enough homework and use a lot of their free time doing unnecessary things instead of committing themselves to studies. • The number of trained teachers is also inadequate. MR. ABDALLA KOMBO – DEPUTY HEAD TEACHER – MKOMANI PR. SCHOOL • He said that, whatever plan that we have, it should focus on educational goals. • He also lamented that Lamu is a marginalised area. There is no monitoring/No motivation from the Ministry of Education. • Parents’ role is limited in Lamu. They don’t put enough effort towards the improvement of education for their siblings. • We should come up with a tool to gauge the performance in each school. • He also suggested on ways of motivating the teachers, pupils as well as the parents. MD. HAFSWA A.S. DIFFIN – BOARD MEMBER/SECREARY LACET FUND • She elaborated on some core issues of learning. She added that the basic skills have been ignored in schools e.g. Reading, Writing and Speaking. • She also commented on lack of commitment from some teachers and parents • There is need for sensitization workshops to be conducted in order to revive our attitude towards education. ABDALLA – BRANCH MANAGER, DIAMOND TRUST BANK, LAMU BRANCH • We require having a leaf of the strategic plan. • He lamented that the structure of bonding is missing. We therefore need to create the bond between Lacet, parents, schools and students. • He called for statistics to be conducted on the following areas:- 1. The number of parents in each school and their occupation. 2. Enrolment in schools. 3. Number of teachers in each school 4. Number of orphans and vulnerable children in schools 5. Number of toilets/hand washing areas/ classes etc • Schools should set their own rules and regulations. He cited an example of Mombasa Primary school which is a public school but has its own sets of rules. • He also said that the community should own the schools. MAINA KAMAU – BRANCH MANAGER – EQUITY BANK, LAMU BRANCH • He commented on the importance of execution of activities. • He also introduced to members about the Equity Foundation Fund. Students are given the opportunity to work in schools and offer leadership programmes. We can use these students to assist in this programme. • We can select a committee to foresee the selection of these 40 students. MUSA OMAR – KENYA COMMERCIAL BANK, LAMU BRANCH • Advised members that case studies should be put in place. • The reading culture should be introduced in our schools so as to improve the standards of our performances. JOSEPH AGUTU – HEAD TEACHER, LAMU BOYS PRIMARY SCHOOL • Attitude of the community is what is lacking in Lamu. • Some families who have good attitude towards education have seen their children doing well in their performances. • Poor attitude by the teachers is caused by poor attitude from the parents. ATHMAN ABOUD – BOARD MEMBER, LACET FUND • He blamed the Quality Assurance team for not being vigilant in their tasks. They do not monitor the schools effectively. • Competition should be introduced in our schools and reward the good performers; that is teachers as well as pupils. We can also extend gifts to parents of performing students. • The Prize Giving ceremonies should be regular and effective. The Chairman concluded that we must appreciate that we have a problem and have come up with some possible solutions. We need to come up with a team that will lead us to academic excellence in the two pilot schools.. We should come up with activities on the way forward in solving the problems as education is the biggest investment for our future generations. The Chairman suggested for a committee of 5 members but Mr. Kaviha proposed for 9 member committee. The following members were proposed 1. Mr. Alawy 2. Md. Hafswa Abdalla 3. Mr. Abdalla Saary 4. Musa Omar – KCB 5. Mohamed Abdulkadir – KRCS 6. Head teacher – Mkomani 7. Deputy Head teacher – Mkomani 8. Head teacher – Lamu Boys 9. Deputy Head teacher – Lamu Boys The members would come up with a term of reference of at least half a page and pass it on to the selected members. He assured members that meeting will not take long. We shall have to meet the parents and SMC’s. In case of such forums all the present stakeholders shall be invited as well as others who were overlooked e.g. The Ministry, The administration, County officials M.P.’s and CDF officials CLOSING REMARKS The Chairman thanked all the members for their healthy contributions despite being given a short notice. He requested one member to close the meeting with a word of prayer. The closing prayer was conducted by Mr. Athman Aboud.
