LAGOS LAWMAKER CANVASSES ESTABLISHMENT OF E-GOVERNANCE A member of the Lagos State House of Assembly, Sultan Adeniji-Adele, on Tuesday in Lagos said there was an urgent need to integrate e-governance in all public agencies, to improve service delivery. Adeniji-Adele told journalists that there was more to be done to improve the quality of service, policy making and good governance, in spite of the slight improvement in governance. ``Electronic governance (e-governance) is the application of Information and Communication Technology (ICT) to government processes to bring about simple, moral, accountable, responsive, and transparent (SMART) governance,” he said. Adeniji-Adele pointed out that government, more than any other organisation, could benefit from the efficiencies and improved service that stem from digital processes. ``The use of ICT in government is not only intended to have a focus on efficiency and effectiveness: It is also to empower citizens by making available to them an interactive access to, and use of information,” he said. Adeniji-Adele said that the implementation of e-government project would bring benefits to the citizens, businesses and the government itself. ``However, implementing a successful e-government project is not without any barriers, in the process of planning, implementing, monitoring and evaluating the project. ``Legislative and regulatory barriers, budgetary framework, digital divide, work culture, grassroots level service, collaboration and integration among agencies, are just some of the barriers and challenges that could affect the e-government.” Adeniji-Adele said that to ensure a successful planning and implementation of e-government project, a proactive strategic planning would be needed from the beginning of the project itself. ``The success of e-government relies heavily on a comprehensive development and implementation programme that touches all aspects of government. ``It requires new processes, systems, structures, training to develop new skills and shared values'.
