LATEST DEVELOPMENT for the rally...posted by Doc. Felix on the Planning for the rally wall. Felixberto Ayahao 1 hr Yesterday, we had a dialogue at Gazebo and here is my full report. Present were Gov. DBH who presided, Dra Dulawan, PHO, Mrs Agustina Belingon Noces representing DOH CAR; Engr J Dulawasn Jr representing PEO, Dennis Gumangan and co representing the office of Cong TBB and myself. I started presenting our objective for the rally, that is to have a thorough investigation of possible defects in the hospital construction on phase 1 and phase 2, the immediate installation of remedial measures and the final completion of the hospital. I also offered, since there are many issues causing disharmony among contractors and implementing agencies, that ICW representing the interests of the Ifugao people, may mediate to speed up the construction of a safe hospital. Gov. DBH, with the help of his secretary reviewed the history of how SOTAH started, basing from the records left by Gov. EMB up to his time. Communications with investigating bodies (3 of them), the national office and regional office of DOH, the monitoring and supervisory reports of PLGU engrs and the problems of building IGH and securing funds were discussed. (If you like details, I could write according to my understanding and recall) Then we talked about the planned rally. Gov DBH is certain, he likes the rally to push through but suggested that it should be a public fora were all VIPs concerned will be invited to talk about what they know and answer questions from the people. Participants also voiced their desire to hold consultation in a secure place like Don Bosco auditorium or the Lagawe DEP ED gym. The reason is we do not like a mob or any unfortunate thing to happen which may spoil the occasion and will be a dark mark in Ifugao history. We discussed, if peaceful dialogue fails, the we bring the case to the NBI and to the Ombudsman so the collection of signatures is necessary, maybe in 5 copies. Then we identified whom to invite and here are the mentioned personalities: Gov. EMB, Engr Jonathan Pahigon, Gov. DBH, Cong TBB, DECS CAR Dir. Lopez, Engr Julian Dulawan Jr, Phranaret constr., Grandby Constr. Then we adjourned at 5 PM. PS: I am holding a meeting with all ICW members tomorrow at Gazebo 2 PM. If we have a good loudspeaker, at least those outside can also hear. To ensure that no trouble happens, the municipal police force should be invited as well.
