LATEST ON THE SEARSPORT HARBOR EXPANSION DREDGE PLAN Excerpted from the minutes of the Maine Dredging Team meeting in Augusta October 31, 201410:00 A.M. – 12:00 P.M. DATE UPDATE ACOE has the goal of providing the ACOE Chief of Engineer’s report on the project to Congress by the end of 2015. DETAILS BELOW UPDATES ON STATUS OF ACOE NAVIGATION PROJECTS IN MAINE Mark Habel, Army Corps of Engineers (ACOE) provided the following updates on federal navigation improvement projects in Maine on which the ACOE is currently working: · SEARSPORT HARBOR Mr. Habel explained that the ACOE has delayed submission of its consistency determination and application for water quality certification to the State pending completion of additional sediment sampling and testing. Mr. Habel indicated that his office has had discussions with ACOE headquarters regarding the need for the additional sampling and testing proposed. Mr. Habel said that the proposed additional sampling and testing proposal was developed in consultation with the Environmental Protection Agency (EPA) and that the ACOE has also shared it with the National Marine Fisheries Service and the Department of Environmental Protection (DEP) for review and comment. Mr. Habel explained that the proposed methodology calls for core samples, separate testing of each core sample taken, and testing of the core samples by strata in a manner that would distinguish between and facilitate analysis of samples that represent conditions of sediment that would be removed by maintenance dredging to the federal project’s now-authorized dimensions and those that would be removed by dredging to deepen and widen the project’s dimensions as proposed. Mr. Habel advised that the ACOE anticipates providing the State its federal consistency determination and water quality certification application in mid-February 2015 with the goal of providing the ACOE Chief of Engineer’s report on the project to Congress by the end of 2015.
