LENINs New Economic Policy (NEP ) which was implementation from 1921 so as to help the Soviet Union to recover from the ravages of civil war, in particular the war-devasted economy, was regarded by Lenin as a partial retreat from Bolshevik principles. NEP effectively created a mixed economy and after a few setbacks..... by 1928 agricultural and industrial production exceeded pre-war levels. However agricultural marketing was problematic as grain exports were far below the pre-war totals. The core feature of NEP was the right of peasants to sell freely, whether to private traders or to state agencies. While the entire large-scale industry was in state hands, it was nonetheless instructed to adapt itself to the needs of the market. This partial retreat, being the NEP, was meant to just buy some time. Lenin himself later admitted that ‘the private market proved stronger than us’. Now Chinas economic policy is said to mirror Lenins New Economic Policy (NEP). From Deng Xiaoping onwards, China has been moving closer to capitalism. Capitalist market relations has become the main means of stimulating economic development. The public sector is strengthening with the use of market criteria to drive economic growth hence capitalist relation dominate by intention. Enough of the obiter dicta or is it?!
