LETS TALK BUDGET Todays parliamentary budget session started of with a hitch. Opposition whip raised a point of order or in laymans term a concern on the standing rules of parliament. Normally when you table a budget, we call it an appropriation bill, there will be consequential bills. For example vat needs to be increased so as a consequence of the budget there will also be a bill to increase vat. The concern raised by the opposition whip was that the constitution and standing orders or book of rules of parliament did not allow both the budget and consequentle bills to go together. After some confusion madam speaker made her ruling that the consequential bills will only go so far as tabled and no further until the budget is dealt with. And the budget? Im no money or figures man and will first need to listen attentively to views of experts by the likes of Dr Narsey. But my impression is that all these freebies must be paid from somewhere by someone. I remember the socialist experiments of the 1970s that created large bureaucracies and big government that nearly always lead to bankruptcy. As always like in years past the poor native that live in rural villages living a semi subsistence life is hardly a part of the equation and is considered, in the budget document, under poverty aliviation, food vouchers and welfare programs. But the irony is they own 90percent of the land.it underscores the need for new ideas that will protect cultural lifestyle whilst making villages strong economic producers ; the kibbutz system maybe or the Nehemiah can advise us.
