LG allocates Rs. 7 crores more for shelters and instructed DUSIB to set up tents under flyovers and bridges. GLAD that the LG has taken our emails seriously. The release by IANS says it all: New Delhi, Dec 29 (IANS) Delhi Lt Governor Najeeb Jung has granted an additional Rs.7 crore for the upkeep of night shelters for the citys homeless, his office said Monday. He also asked the Delhi Metro Rail Corporation (DMRC) to provide space to Delhi Urban Shelter Improvement Board (DUSIB) for setting up more night shelters.Jung has allocated an additional sum of Rs.7 crore to DUSIB. This is in addition to the Rs.5 crores allocated to DUSIB recently, said a statement from the Lt Governors office. In spite of the governments best efforts to ensure that people move into the safety and warmth of the night shelters in this severe winter, some people refuse to move from places they occupy on roads and under flyovers and bridges, said the statement. DUSIB is making arrangements for blankets and bedding for these establishments at the DMRC locations. DMRC has committed to provide the ground floor of metro station at Okhla to DUSIB for this purpose. In addition, it is providing portable cabins as well, it said.Besides, Jung instructed DUSIB to set up tents under flyovers and bridges. The Delhi government has established 221 night shelters for the homeless people, who number over 55,000. ----------------------- Sent this email to the LG with CC to President of India, NHRC etc: Honble Lieutenant Governer (LG) of Delhi Shri Najeeb Jung Dear Najeeb Jung ji, Not one homeless should sleep out in the open. They need shelters. And you dont have enough. Theres a deficit of 87% of shelter spaces in Delhi as per the MPD (Master Plan for Delhi) -- 2021, norms. From Sept -- Oct 2014 we gave you all the list for new shelters, you all paid no heed to it. Hence the emergency today. Cold is knocking, and not enough shelters are there.Under flyovers you can have police stations, markets and PWD offices and godowns, but the CityMakers cant sleep. Why? Be humane! The bureaucracy under you has had a great slumber, while the homeless lost their lives on the killing streets of Delhi, due to the winter chill (and in other seasons as well). It seems what Shri D M Spolia, Chief Secretary, GNCTD said on 27.11. 2009 (when he was the Revenue Secretary and in-charge of Emergencies): दिल्ली में ठण्ड पड़ती कहाँ हैं? ठण्ड होती हैं आनंद लेने के लिए (Where do you have winters in Delhi? Winters are meant to be enjoyed English translation of what he said in Hindi), is also held deeply as true by the Delhi bureaucracy. Hence the inaction or delayed response to our pleas and the Orders of the Honble High Court of Delhi and Honble Supreme Court of India, by the GNCTD and DUSIB officials, who are under you, as of now. Mind you the CityMakers (homeless residents) are not 16,760 (a fabricated figure of DUSIB), rather as told by the Supreme Court Commissioners they are 180,000 (1% of any citys population). Glad youve said that all will be provided shelters, but by when? Hope its not 2022, but 2014! (PS: Theres a shelter run by Mahileyen Pragati Ki Ore, running a real model shelter space, but some of their shelter roofs allow the fog droplets to keep falling from the roof and wet the blankets and mattresses {pictures attached}. This needs to be dealt with soon.We got to know of this during our Night Vigil of 26-27th Dec., 2014. Also we are attaching pictures of one more place where shelter is required, which is on Aurobindo Marg, at the crossing from where the road goes to Select City Walk Mall. For other places where shelters are required we have been giving the list from time to time). best wishes, Dr. indu prakash singh Executive Committee Member, Shahri Adhikar Manch: Begharon Ke Saath (SAM:BKS) - एग्जीक्यूटिव कोम्मित्ती मेंबर, शहरी अधिकार मंच: बेघरों के साथ National Convenor, National Forum for Housing Rights (NFHR)
