THE UN SPOKESPERSON RESPONDED THAT NO ONE SIGNED IT--IN FACT IT WAS AGREED TO BY CONSENSUS AND ALL NATIONS IN ATTENDANCE WERE IN AGREEMENT.* According to the UN Information Center, all nations in attendance agreed to the document. The UN spokesperson doesnt even seem to know that Agenda 21 is not a treaty, but is an agreement. Further information obtained from the UN indicated that no one actually signed it, and the agreement was made via consensus.
