Labor Day thought: the Board of Alien Labor Certification Appeals reviews cases filed by American employers for jobs American workers generally cant fill or dont want. However, BALCA takes over 4 years even to assign a case for judges to review and several more to review and decide such cases. No one wins with such delays. The American worker doesnt want the job and the foreign worker cant legally do it until BALCA says so (and even then there is a Congressionally mandated delay due to the Visa Bulletins own multi-year backlog) so the unscrupulous or desperate American employer hires the alien anyway but doing so drives wages and working conditions down for all workers. No one wins.
