Land is the focal point of human survival. Land in its true meaning belongs to society not to individuals. Individuals have titles for use not permanent ownership. That is why your land would be taken away from you immediately oil or gold is discovered under it or if we decided that a project of national importance needs to be located right into your land. Land policy is therefore an important aspect of development. Because we all depend on land whether we own it or not, there needs to be clear rules to prevent individuals who own land from pursuing agendas that can harm the rest of the population who depend on the land. Uncontrolled conversion of agricultural land into commercial use needs to be regulated as well as land fragmentation through unregulated sub-division. In the end of the day, land is primarily meant to provide food security and appropriate policies should be enacted at county / national levels to put food security first.
