Landlords oppose annual inspection plan in Pottstown Pottstown recently outlined proposed changes to the borough’s rental ordinance – the primary change is to go from inspections of rental properties every five years to an annual inspection. Joyce Huer, a landlord in Pottstown for 25 years, said that the proposed ordinance change “discriminates against landlords” by enacting requirements that are not imposed on homeowners. Huer continued by warning council that “landlords are now organizing and will fight laws that are biased against landlords.” Landlord Alex Butts, who has 16 units in town, said there is already an inspection every time a tenant moves out and before a new tenant moves in, on top of the inspection every five years. He also said that the $80 annual inspection fee may cause a hardship to tenants who will most likely absorb the cost of the inspection. Both landlords told council that the landlord group will return for the December meeting, when the ordinance change is expected to be adopted.
