Laoag City Jail tops national search for best BJMP By Cherry Joy D. Garma PIA-Ilocos Norte The Laoag City jail was awarded the 2013 best Bureau of Jail Management and Penology (BJMP) award in the country for its innovative programs. Jail Senior Supt. Herminigildo Rivera, city jail warden, said the award is given to BJMP units which adopted transformation and development schemes in jail management and programs. “The city jail was cited for its innovations and improvements in physical facilities including programs for the inmates,” Rivera said. The city jail holds programs for inmates’ welfare and development through physical exercise, daily therapy, religious activities, sports and recreation, social and community services and livelihood activities. “Through the regular conduct of self-development activities such as community services and social involvement, our inmates were able to manage and develop themselves well inside the jail,” Rivera added. The city jail also initiated various activities in line with community services and other socio-civic activities. They carried out activities ranging from lecture of penology and read-a-book activity in some tertiary schools in the city during the Community Relations Service Month. They provide medical and dental mission in partnership with the City Health Office (CHO) and support the city government’s livelihood programs. During Christmas, they conduct social activities such as pageants, dancing and singing contests. For environmental preservation, inmates and jail personnel took part in tree planting and cleaning up drive. The BJMP also joined the alternative learning system (ALS) of the Department of Education where two inmates were enrolled in elementary and nine in the secondary level. Rivera thanked the city government for its support in transforming the jail to become a humane place for rehabilitation.
