Larry helped spearhead these Mobile Care Teams to provide assistance to those individuals affected by the disaster yet are unwilling to ask directly for assistance. These teams go out into the affected area and offer medical and mental support, along with educating the affected population what types of resources are available. When we teach Disaster Action Team classes, Larry and I talk about the difference between responses with urban populations, rural populations, and frontier populations. Urban populations look at us and say, what took you so long to show up? Rural populations look at us and say, Id like to thank you for your help, but can you give this to someone that really needs it instead of me? Frontier populations look at us and say, Thank you for your offer of help, but can you get off my property now? These outreach teams talk to all individuals in their own neighborhood and educate them about the options they have available. People that would simply refuse help in any other circumstance feel much more comfortable coming in and asking for the aid they deserve when they are aware of their options.
