Last Resort As Moscow prepares for Crimea to vote this weekend on seceding from Ukraine and joining Russia, the U.S. launched a last-ditch effort to prevent a diplomatic crisis. We report that U.S. Secretary of State John Kerry began to focus on steps Moscow could take to slow the process, saying it may well end up absorbing the region. And after offering Russian President Vladimir Putin plenty of opportunities to de-escalate the situation, German Chancellor Angela Merkel changed tack to join in the call for sanctions, bracing for a lengthy and risky confrontation. To turn up the heat on Moscow, the European Union has pulled the brakes on two big Russian pipeline projects to supply more natural gas to Europe. Meanwhile, the Senate Foreign Relations Committee in the U.S. approved legislation with up to $1 billion in loan guarantees to Ukraine and sanctions designed to pressure Russia.
