Last week I wrote about a bonus program that granted $1.6 million to a group of Rochester School District teachers who were deemed highly effective. .... While marveling at this criminal waste, a thought came to me. If we are throwing away $1.6 million, why not just give the money to the kids? Each child who passes next years reading test would get a $100 bill. Even if all 13,000 third- through eighth-graders passed their tests, it would leave about $300,000 to spare. I know that education is a priceless gift. Throughout history, many people, including the enslaved ancestors of many City School District students, risked their lives to learn to read. Today young women in other countries face harassment and worse for going to school. But in Rochester, we are spending three-quarters of a billion dollars each year on schools that leave the majority of our children barely literate. Could diverting a tiny fraction of that money to cash prizes for students help?
