Late Aungshoi Prue Chowdhury, the 15th Bomang Circle Chief clearly said that there are no indigenous people in CHT. In 2008, while Barrister Debashish Roy was the Advisor on CHT Affairs, his office even didn’t endorse such claim. In India there are no indigenous people. As per section 341 and 342 of the Indian constitution, they have scheduled castes and scheduled tribes. They make roughly about 24% of the total population, yet there is no controversy. Although the saga of counter insurgency efforts in Algeria, Vietnam, Afghanistan and elsewhere conjure up the myth that insurgencies cannot be defeated but we have addressed it differently yet successfully.
