The announcement came hours after the region’s election commission confirmed that 96.7 per cent of participants in a referendum voted to break away from Ukraine and as EU foreign ministers met to finalise sanctions on individuals linked to the crisis. Crimean officials also said the 12,500 Ukrainian soldiers in the peninsula would be disbanded, although many troops appear to remain loyal to Kiev. Meanwhile, Ukraine’s parliament in Kiev on Monday authorised a partial mobilisation of volunteers for the armed forces’ new reserve. Despite the referendum’s result, Ihor Teniuk, Ukraine’s defence minister, remained defiant: “Crimea is, was and will be our territory,” he said. “Our military forces will remain there.” Deputies in the Crimean parliament in Simferopol declared in their resolution that “the activity of all Ukrainian state organs on Crimean territory ceases, their powers, property and financial resources pass to the state organs of the Crimean Republic”. They moved to nationalise all Ukrainian state property on Crimean territory, including sanatoria and health resorts belonging to Ukrainian trade unions.
