Lebanon | Team Leader Capacity Building State Institutions/Parliament The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent Capacity Building State Institutions/Parliament Specialist acting as the team leader for the Project to support to parliamentarian development in Lebanon. Project Title: Support to Parliamentarian Development in Lebanon Location: Beirut, Lebanon Duration: Minimum 440 M/d over a period of 24 months Provisional start date of the project: 4th quarter of 2013 Deadline for submission of CVs: August 10, 2013 Overall objective The overall objective of the project of which this contract will be a part is as follows: To enhance parliament’s efficiency in carrying out its functions and responsibilities. Key expert 1: Team Leader Capacity Building State Institutions/Parliament Qualifications and skills • At least a Master Degree in public administration, law, economics, political science, management or equivalent degree related to this contract • Proven ability to develop training master-plans as well as to design and provide training, workshops, study tours and presentations • Demonstrated analytical, negotiation and interpersonal skills, • Excellent written and oral communication skills in English, • Knowledge of Arabic and French is an asset. General professional experience • Minimum 10 years of professional experience with central state institutions preferably in an EU country, candidate country or country included in ENPI region • Experience as a team leader or equivalent on at least two similar sized projects. Specific professional experience • Minimum 6 years experience in support to capacity building and policy development of state institutions, preferably in EU member states, candidate countries and countries under ENPI programmes • Minimum of 3 years experience in planning, delivering, management and implementation of capacity building programmes associated with parliaments, preferably in EU member states, candidate countries or countries under ENPI programmes.
