Let The World Know Bangladesh Is Back In Business > The country’s top business leaders yesterday recommended a string of measures to revitalise businesses, which have been severely affected by prolonged political unrest. The recommendations include ensuring law and order, improving infrastructure, reduction of lending rates and enhancing coordination between the public and the private sector. In a high-profile meeting organised by the commerce ministry, the business leaders also underscored the need for concerted efforts of all to regain Bangladesh’s good image in the world market to put businesses back on track at the earliest. They also suggested that the newly sworn-in commerce minister, Tofail Ahmed, should form a taskforce with the country’s leading businessmen. Tofail chaired the view-exchange meeting at Ruposhi Bangla Hotel in the capital. Among others Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) president Kazi Akram Uddin Ahmed, former FBCCI presidents Salman F Rahman, Mir Nasir Hossain and AK Azad, chairman of Apex Group Syed Manjur Elahi, former MCCI president Latifur Rahman, Bangladesh Garment Manufacturers and Exporters Association (BGMEA) president Atiqul Islam, Bangladesh Knitwear Manufacturers and Exporters Association (BKMEA) president Selim Osman and Bangladesh Textile Mills Association (BTMA) president Jahangir Alamin, spoke on the occasion. Syed Manjur Elahi said country’s good image in the world market was tarnished as the prolonged political violence got huge coverage in international media. “But now, the situation has improved and foreign investors and buyers should be made aware of the fact,” he said adding that a taskforce should be formed immediately for smooth trade and commerce. Salman F Rahman said, “Both the public and private sectors should work together to inform foreign entrepreneurs that Bangladesh is back in business.” This is an immediate requirement for the growth of the national economy, he noted. Rahman also emphasised on undertaking short-, medium- and long-term action plans for sustainable development of the country’s economy. He underscored the need for immediate completion of the Dhaka-Chittagong four-lane highway and building of a parallel toll road. Terming the discontinuity in gas supplies to industrial units as a short-term problem, he urged the minister to take immediate measure for ensuring gas connections. “So we have to think of alternative energy solutions, like coal and furnace oil, for long-term economic progress,” he added. The Ninth WTO Ministerial Conference has opened up a market of USD 1 trillion for least development countries, including Bangladesh, he said, calling upon the commerce minister to form a permanent cell with professionals to get the full benefits of the situation. Mir Nasir Hossain said, through better negations in the WTO forum, the country can be immensely benefitted economically. AK Azad said that the long political unrest caused massive slowdown in investment resulting in the piling up of around Tk one lakh crore idle money in banks. Kazi Akram Uddin Ahmed stressed the need for proper steps so that political stability could be ensured. Mentioning the year 2013 as an unlucky year for the readymade garments sector, BGMEA president Atiqul Islam said apparel exporters of the country had to spend around Tk. 9,000 crore for air shipments and allow discounts to importers amounting to Tk. 5,000 crore due to heavy political violence. “We should send the message to foreign entrepreneurs that Bangladesh is back in business with a bang,” he added. The business leaders also urged the minister to carry out inter-ministerial meetings to smoothen industrial growth across the country. The financial support given by the government for recouping the huge losses incurred as a result of the recent political violence should be allowed to the extent of 100 per cent for export-oriented industries, they added. Commerce minister Tofail Ahmed said the commerce ministry will soon recoup the economic losses, incurred during the recent political turmoil, through concerted efforts carried out with the business community. The progress of the national economy depends on the country’s businessmen as they are the engine of economic growth, he added. He said the commerce ministry would provide all kinds of cooperation to the business community in this regard. He praised Bangladeshi entrepreneurs for their efficiency in taking the country forward. For this reason, Bangladesh has been recognised as a role model of economic development in the world despite the recent political crisis, he added. The prime objective of the present government is to attain economic advancement, he asserted. Tofail Ahmed urged the leading businessmen to form an advisory committee so that he could identify and resolve the problems and challenges faced by the business community. He said the commerce ministry has undertaken the initiative of forming a regional forum, ‘Bangladesh-India-China-Myanmar (BICM)’, in order to boost trade and commerce activities in South Asia. “India and China have already started fresh talks to form the regional forum. জামায়াত-শিবিরের সহিংস রাজনীতির কবলে পড়েছিল দেশের সামষ্টিক অর্থনীতি। তাতে বহির্বিশ্বে বাংলাদেশের চরম ইমেজ সঙ্কট তৈরি হয়। নতুন সরকারের উচিত আগে এই ইমেজ সঙ্কট দূর করতে বাস্তবমুখী পদক্ষেপ গ্রহণ করা। ইতিবাচক ভাবমূর্তি ফিরে না এলে এর চরম মাসুল গুনতে হবে বলেও হুঁশিয়ার করে দিয়েছেন ব্যবসায়ীরা। মঙ্গলবার বেলা সাড়ে ১১টায় রাজধানীর রূপসী বাংলা হোটেলে বাণিজ্য মন্ত্রণালয় আয়োজিত মতবিনিময় সভায় বাণিজ্যমন্ত্রী তোফায়েল আহমেদের সঙ্গে মতবিনিময়কালে ব্যবসায়ীরা সরকারের প্রতি এ আহ্বান জানান। নতুন সরকারের বাণিজ্যমন্ত্রী হিসেবে শপথ নেয়ার পর এটাই ছিল শীর্ষ ব্যবসায়ীদের সঙ্গে তোফায়েল আহমেদের প্রথম বৈঠক। আর তাই এই বৈঠকে উপস্থিত ছিলেন দেশের শীর্ষ সব বাণিজ্য সংগঠনের প্রতিনিধিরাও। সে সময় বাণিজ্যমন্ত্রী তোফায়েল আহমেদ বলেন, অর্থনৈতিক উন্নয়নের দিক থেকে বাংলাদেশ বিশ্বে রোল মডেল হিসেবে বিবেচিত হচ্ছে। ব্যবসায়ীরা কোন রাজনৈতিক দল করেন তা মুখ্য নয়, দেশের অর্থনৈতিক উন্নয়নে তাদের অধিক মনোযোগী হওয়া উচিত। এ ক্ষেত্রে বাণিজ্য মন্ত্রণালয় সবাইকে সহায়তা করবে। বাণিজ্য মন্ত্রণালয়ের কাজই হলো ব্যবসায়ীদের নিয়ে। তিনি বলেন, রাজনৈতিক সমস্যা সত্ত্বেও ক্রমাগত উন্নতি করছে বাংলাদেশ। বাংলাদেশের ব্যবসায়ীরা অন্য দেশের ব্যবসায়ীদের চেয়ে অনেক দক্ষ। তাই আমাদের অর্থনৈতিক অর্জন ধরে রাখা সম্ভব হয়েছে। তোফায়েল আহমেদ বলেন, ব্যবসায়ীরাই একটি দেশের উন্নয়নের চালিকাশক্তি। তাদের ওপর নির্ভর করে অর্থনৈতিক উন্নয়ন। কিন্তু সাম্প্রতিক রাজনৈতিক সহিংসতার কারণে অর্থনৈতিক উন্নয়নে বেশ ভাটা পড়েছে। এ ক্ষতি থেকে উত্তরণের জন্য সরকার ও ব্যবসায়ীদের মধ্যকার কাজের সমন্বয় খুব জরুরী। বাণিজ্যমন্ত্রী বলেন, সরকার গঠনের পর জিএসপি সুবিধা নিয়ে আলোচনার অগ্রগতি হয়েছে, বালি সম্মেলনের সুফল ও টিকফার সুফল আগামী মার্চের মধ্যে পাওয়া যাবে। মতবিনিময় সভায় সাম্প্রতিক রাজনৈতিক সহিংসতায় বাংলাদেশের যে ইমেজ সঙ্কট তৈরি হয়েছে, তা নিরসনে বহির্বিশ্বে বাংলাদেশ ব্যাক টু বিজনেস প্রচার চালানোর আহ্বান জানিয়েছেন ব্যবসায়ীরা। বাংলাদেশে ব্যবসায়িক পরিবেশ ফিরে এসেছেÑ বহির্বিশ্বে যদি এমন প্রচার চালানো যায় তবে এ দেশে আবারও পুরনো ক্রেতারা ফিরে আসবে। রাজনৈতিক সহিংসতায় ব্যবসায়ীদের যে ক্ষতি হয়েছে তা দ্রুত পুষিয়ে নিতে প্রধানমন্ত্রী শেখ হাসিনার নির্দেশকে স্বাগত জানিয়ে ব্যবসায়ীরা মন্ত্রীর কাছে বিভিন্ন সমস্যার কথা তুলে ধরেন। এ সময় মন্ত্রী ব্যবসায়ীদের সব সমস্যা সমাধানের আশ্বাস দেন। বাংলাদেশ ওষুধ শিল্প সমিতির সভাপতি সালমান এফ রহমান বলেন, সাম্প্রতিক রাজনৈতিক সহিংসতার খবর আন্তর্জাতিক মিডিয়া নিউইয়র্ক টাইমস, সিএনএন, বিবিসি, আল জাজিরা এমন নেতিবাচকভাবে পরিবেশন করেছে যা এ দেশের ইমেজ নষ্ট করেছে। এখন বিদেশীরা বাংলাদেশ বলতে সহিংসতা, মারামারি, হানাহানির দেশ হিসেবে চেনে। তিনি বলেন, এ দেশে আবারও ব্যবসায়িক পরিবেশ সৃষ্টি করার জন্য সরকারকে স্বল্প, মধ্য ও দীর্ঘমেয়াদী পরিকল্পনা করতে হবে। আর রাজনৈতিক স্থিতিশীলতা ফিরিয়ে আনাই হচ্ছে স্বল্পমেয়াদী পরিকল্পনা। এর জন্য বহির্বিশ্বকে বোঝাতে হবে বাংলাদেশ ব্যাক টু বিজনেস অর্থাৎ বাংলাদেশে ব্যবসা করার মতো পরিবেশ আবারও ফিরে এসেছে। এ ছাড়া, ঢাকা-চট্টগ্রাম হাইওয়ের কাজ দ্রুত শেষ করা, নতুন কারখানায় গ্যাস ও বিদ্যুত সংযোগ দেয়া, বিকল্প জ্বালানির ব্যবস্থা করা এবং বাণিজ্য মন্ত্রণালয়ে একটি স্থায়ী পেশাগত কমিটি গঠন করারও পরামর্শ দেন সালমান এফ রহমান। এফবিসিসিআই সভাপতি কাজী আকরাম উদ্দিন আহমেদ বলেন, বহির্বিশ্বে বাংলাদেশ রাজনৈতিকভাবে মডেল না হতে পারলেও ব্যবসার দিক থেকে মডেলে পরিণত হয়েছে। কারণ বিশ্বে যখন অর্থনৈতিক মন্দা চলছে সেখানে বাংলাদেশের অর্থনীতি আরও সামনে এগিয়ে গেছে। অবশ্য এ জন্য সরকারের চেয়ে আমাদের দেশের উদ্যমী ব্যবসায়ীদের অবদান সবচেয়ে বেশি। তবে সরকার ব্যবসাবান্ধব থাকায় তা সম্ভব হয়। এফবিসিসিআইয়ের সাবেক প্রথম সহসভাপতি ও স্বাধীনতা ব্যবসায়ী পরিষদের আহ্বায়ক আবুল কাশেম আহমেদ বলেন, কৃষকের উৎপাদিত পণ্য ঢাকায় যাতে নিরাপদে সরবরাহ করা যায় সে ব্যবস্থা করতে হবে। ক্ষুদ্র ও শিল্প বিকাশে আরও বাস্তবসম্মত পদক্ষেপ নেয়া প্রয়োজন। বিগত পাঁচ বছরে অর্থনীতিতে যে অর্জন হয়েছে সরকারের ধারাবাহিকতা থাকায় সেটি রক্ষা পাওয়ার সুযোগ তৈরি হয়েছে। এফবিসিসিআইয়ের সাবেক সভাপতি এ কে আজাদ বলেন, আমাদের দেশে ব্যবসার মূল সমস্যাগুলো হলো নতুন গ্যাস-বিদ্যুত সংযোগ দেয়া হচ্ছে না, গভীর সমুদ্রবন্দর নেই, মহাসড়কের কাজ দ্রুত শেষ না হওয়া, ব্যবসায়ীদের ব্যয় বাড়া এবং দেশীয় পণ্যের ব্যবসা মার খাচ্ছে। এফবিসিসিআইয়ের সাবেক সভাপতি মীর নাসির হোসেন বলেন, বিশ্ব বাণিজ্য সংস্থা ডব্লিউটির কাজ করার জন্য বাণিজ্য মন্ত্রণালয়ে একটি স্থায়ী পেশাগত সেল থাকা প্রয়োজন। তা না হলে ডব্লিউটিওভুক্ত দেশগুলোর সঙ্গে ব্যবসা করতে ব্যবসায়ীদের অনেক সমস্যার সম্মুখীন হতে হয়। চট্টগ্রাম চেম্বার অব কমার্স এ্যান্ড ইন্ডাস্ট্রিজের সভাপতি মাহবুবুল বলেন, ঢাকা-চট্টগ্রাম মহাসড়কের কাজ দ্রুত শেষ না হওয়া, চট্টগ্রাম বিনিয়োগ বোর্ডের কোন ক্ষমতা না থাকায় ব্যবসায়ীদের বিভিন্ন সমস্যার সম্মুখীন হতে হচ্ছে। যা দ্রুত সমাধান করা উচিত। বিজিএমইএর সাবেক সভাপতি আব্দুস সালাম মুর্শিদী বলেন, সাম্প্রতিক রাজনৈতিক অস্থিরতা ও পোশাকশিল্পে ঘটে যাওয়া কয়েকটি ঘটনায় বহির্বিশ্বে বাংলাদেশের ইমেজ নষ্ট হয়েছে। যা ফিরিয়ে আনা প্রয়োজন। এ ছাড়া ব্যাংকগুলোর সঙ্গে ব্যবসায়ীদের যে অবিশ্বাস তৈরি হয়েছে তা দূর করতে হবে। বিজিএমইএর সভাপতি আতিকুল ইসলাম বলেন, বাহির্বিশ্বকে বোঝাতে হবে বাংলাদেশ ব্যাক টু বিজনেস এবং এ দেশের আইনশৃঙ্খলা ব্যবসাবান্ধব। এ সময় তিনি টেক্সটাইল খাত নিয়ে বাণিজ্য মন্ত্রণালয়ে পৃথক সেল গঠনের দাবি জানান। বাংলাদেশ কম্পিউটার সমিতির সভাপতি মোস্তফা জব্বার বাণিজ্যমন্ত্রীকে উদ্দেশ করে বলেন, সফটওয়ার রফতানিতে বাংলাদেশের সম্ভাবনা অনেক। আপনি এর আগে যখন মন্ত্রী ছিলেন তখন একটি কমিটি করে এ খাতের সমস্যা সম্পর্কে জেনেছিলেন এবং সেগুলো দ্রুত সমাধান করেছিলেন। যার কারণে আমরা বিদেশে সফটওয়ার রফতানি করতে পারছি। আমরা আশা করি এবারও আপনি সেটা করবেন। ট্রান্সকম গ্রুপের চেয়ারম্যান লতিফুর রহমান কারখানায় নতুন গ্যাস সংযোগ, বিদ্যুত নিশ্চিত করা, ঢাকা-চট্টগ্রাম মহাসড়কে পৃথক এক্সপ্রেসওয়ে নির্মাণ এবং ডমেসটিক কনজামশন স্থিতিশীল রাখার আহ্বান জানান। সাবেক তত্ত্বাবধায়ক সরকারের উপদেষ্টা সৈয়দ মঞ্জুর এলাহী বহির্বিশ্বে বাংলাদেশের তীব্র ইমেজ সঙ্কটের বিষয়টি তুলে ধরে বলেন, একটি চক্র ইন্টারনেটের মাধ্যমে এ দেশ সম্পর্কে নেতিবাচক তথ্য দিয়ে বহির্বিশ্বে প্রচার চালাচ্ছে। তাই আমাদের প্রধান কাজ হবে বহির্বিশ্বে আমাদের পুরাতন ব্যবসায়ী ইমেজ ফিরিয়ে আনা। এ সময় বাণিজ্যমন্ত্রী তোফায়েল আহমেদ অর্থনৈতিক ক্ষতি পুষিয়ে নিতে ব্যবসায়ীদের সঙ্গে একসঙ্গে কাজ করার ইচ্ছাপোষণ করেন। তিনি বাণিজ্য মন্ত্রণালয়ে ব্যবসায়ীদের নিয়ে একটি উপদেষ্টা কমিটি করার প্রস্তাব দেন। যে কমিটি প্রতিমাসে মন্ত্রীর সঙ্গে ব্যবসায়ীদের সমস্যা নিয়ে আলোচনা করবেন। আলোচনায় আরও অংশ নেন এফবিসিসিআইয়ের সহসভাপতি মনোয়ারা হাকিম আলী, বিকেএমইএ সভাপতি সেলিম ওসমান, প্রথম সহসভাপতি মোঃ হাতেম ও বিভিন্ন ব্যবসায়ী সংগঠনের নেতৃবৃন্দ।
