Let me explain why states, especially states struggling with their bottom line, should make 2 years of college free---emphasizing the General Requirements required to underlay an A&S degree and others. Skip the new football or basketball palace and provide education with entry requirements of C or better on a high school transcript. First, its motive: second, it gives people a leg up on college without as much debt starting out. Third, it increases their lifetime earnings. Fourth, if you have an available pool of educated workers, certain industries and businesses will be more interested in your state. And your graduates from the junior colleges will be more likely to fill your state universities and then settle down to live and work in your state. Not every business will hire your junior college graduates who dont go on. But there will be hirers, better-paying hirers that will help your people have a living wage, up your tax base, and make your people able to afford to buy from other businesses, who also will be happier. Its not trickle down---its surge upward. Prime the pump. Help your people get out of old cycles.
