Let me try to explain to you what and how I wish to approach some of the ideas I have if I am elected to the MAT council. I’ve mentioned a few to you already and much of everything else is contingent on the success of the first three ideas but I do have some ideas for our present economic scenario until our hopeful progress toward a free-enterprise. 1. ESTABLISH TRANSPARENCY: Get funding to develop a web site that will be central for the MAT government and all its departments. It will provide information and a communication format directly with the MAT President and councilors. I also hope to have another private web site developed for the MAT corporate enterprises that will provide asset, liability, and financial information for the MAT membership. 2. FORM AN EXPLORATORY COMMITTEE: Motion and seek approval from other MAT councilors to form a committee that will focus on the reasons, construction, and implementation of adopting free-enterprise. After the “Free-Enterprise” Exploratory Committee is formed: a. APPEAL OFFICIALLY TO THE AMERICANS FOR ASSITANCE: Why reinvent the wheel? Officially request assistance from the Americans about making an economic transition to free-enterprise. Strictly for advice. b. The Committee will be made up of MAT council members. c. This committee will also study the separation of MAT enterprises from the MAT government. They will discuss the formation of a “private” MAT corporate organization made up of MAT members, their election, corporation bylaws, constitution, asset acquisitions and implementation. Those are my main two (2) ideas I wish to pursue if elected. The following are other ideas that interest me, some may be possible to implement in our present restricted economic environment some may not be but I think they’re good ideas. 3. DIS-JOINING THE MAT ENTERPRISES FROM THE MAT GOVERNMENT: To be discussed (if I’m elected) by the Free-Enterprise Exploratory Committee. 4. WORK FORCE SOLUTIONS: This will be exclusively for MAT members. An office where all pertinent information is gathered and kept in a specific file so when a MAT member needs work they can simply go to the office sign their name making them available to work in any area of our enterprises. There is no expectation or obligation for long term employment but it is understood that they are working as a “filler status” for the regular employees who don’t show or call in for work, or just plain short handedness in a department, but it can lead to long term opportunity. All the tax information, drug testing, uniforms, training, precaution and disclaimer information can be centralized at this office --for MAT members and can be performed in a moment. Work Force Solution will be the place to prepare and fit MAT members to work anytime for any known amount of time and any place at any MAT enterprises. This will take the cooperation of all MAT enterprises Team leaders. No MAT member will be left behind! 5. LANGUAGE PRESERVATION PROGRAM: I believe we should find funding to hire a professional and commercial language company to make a computer program where the Apache language can be taught to whoever wants to learn it. “Rosetta Stone” comes to mind, I think this is a fabulous way to learn a language and the way we should spend funding to get the Apache language taught to those interested. 6. NEPOTISM INHIBITION COMMITTEE: I believe we should form another committee of non-tribal members made up of three (3) individuals who are already employees from our MAT community and who are “not” affiliates to investigate complaints and determine if “nepotism” is the reason any MAT member was not hired for a position. They will be paid by the MAT government for a limited time of investigation and inquiry. They will present the case to the proper administrator who will make a final judgment of the matter. A “proper” complaint should be filed with this committee for all suspected acts of nepotism. This is one of those ideas I feel that is for the “privately” owned and managed MAT enterprises. It could be implemented right now with our Human Resources at IMGRC, which I will also look into, if elected, but the problem of “nepotism” is “Reservation wide” and to get it implemented officially may turn to be an act of “discrimination” if we adopted free-enterprise. 7. EXTRORDINARY EDUCATION LESSONS: I believe we should employ three (3) distinct educational classes within our educational system. 1. Liberty Class: This class will focus entirely on and teach students to distinguish the differences of American Freedom and Government. It will also emphasize the philosophies and origins of modern political thought 2. Native History: I believe our students should know the names, ideas, and the historical record of the North American Native people, especially the Apache. They should be able to look at a picture or a dress and determine what distinguishes an Apache tribe and even know the name of some characters and their personal history. 3. Money: This class is to teach common wisdom principles of managing and understanding the influence and common purpose of money. It will emphasize in planning for the future and creating a home budget. This is not only going to take excellent and precise planning but it will cost. We do not have a populace to maintain an ever growing economic environment if we just privatized with MAT members only. I think we should adopt free enterprise for the sake of our future. If Socialism wins out, we lose out. Big government jurisdiction does not respect sovereignty. ~fred
