Lets explain copyright! Copyright is a legal right created by the law of a country, that grants the creator of an original work exclusive rights to its use and distribution, usually for a limited time, with the intention of enabling the creator (e.g. the photographer of a photograph or the author of a book) to receive compensation for their intellectual effort. Now lets pull out the big thing in this paragraph. CREATED BY THE LAW OF A COUNTRY. Now lets take a look at International copyright treaties. While no creative work is automatically protected worldwide, there are international treaties which provide protection automatically for all creative works as soon as they are fixed in a medium. There are two primary international copyright agreements, the Buenos Aires Convention and the Berne Convention for the Protection of Literary and Artistic Works. People in one country take work and distribute it. NOW heres where it gets tricky. Each country protects their works with their laws. Not every country protects anothers works. If one country takes a work under one countries copyright and distributes it freely to their home country you would think its illegal. BUT because copyright laws are only applicable to the citizens of the country it technically isnt. Now if this person who took the material went to the country they stole from they could be persecuted. For the relations we have we usually respect copyrights of other countries. Youtube is an international medium and that is why they can take down copyrighted material because they use the laws of any country since they are an international service run by google, an international search engine. Now since international treaties dont technically cover shows, as it isnt cinematography or literary works or considered art, it isnt protected. TL;DR: Since no international laws are set ones material is not protected. This means taking another countries materials such as anime is not technically illegal. Isnt politics and law fun!
