Lets revisit the death of Eric Garner. The video shows him in the choke hold for a very short time. During that time he was heard clearly saying, I cant breathe. To speak you must be moving air through the trachea. This means the airway was not cut off. It means he had gone into a cardiac arrhythmia. Blood flow becomes compromised thus oxygen is not getting to the tissues. The person would feel like they couldnt breathe, and would be able to say so. I suppose cops in a difficult interdiction, when they have to make a decision, have to first take a medical history form the suspect.
