Letter issued on behalf of Rt Hon Michael Moore MP - then UK Secretary of State for Scotland and recipient of British Council sponsorship himself as a Liberal Democrat MP in opposition when they facilitated his meetings with oil companies in Baku that same year - explaining why the largest charity on the books of OSCR (Scotlands charity regulator based in Dundee) did not mention its Scottish charitable status when they issued a certificate to the daughter of the former Libyan dictator who the Lockerbie relatives had been told died years earlier in the US bombing raid on Col Gadaffis house and explaining that freebie English lessons given to officials of Libyas oil corporation and members of Gadaffi Foundation were goodwill gestures and not bribes as had been alleged following discovery of documents by The Irish Times in the rubble of the dictators palace after his overthrow. Michael Moore is one of the Liberal Democrat nominees to The Smith Commission charged by PM David Cameron with appeasing Scotland.
