Letter of Consent (LOC), is a valid work pass for a foreign worker. Until now, only LTVP+ and LTVP holders who are dependants of P1 pass holders are eligible to apply for LOC. LOC do not count into the foreign worker quota. Only S Pass and Work Permits are counted into the quota ratio of an employer. Recently, this regime announced that spouses-to-be of Singapore Citizens will be granted LTVP(which essentially means an almost automatic grant of LTVP+). This gives rise to another batch of foreigners, when granted LTVP, to obtain LOC and then, compete with Singaporean workers for jobs.
