Letter to the Editor Richard Moker to Valley Center Press Here we go! The mandatory drought / water usage restrictions will be effective on August 1, 2014. Every story I have read about the necessity to prohibit excessive water use or face a fine of $500.00 has been directed exclusively at residents. I have NOT found a single reference regarding a moratorium on construction or restrictions for developers. So the good people of San Diego County must do with even less water than previously to facilitate all the planned building. What’s next? I guarantee you, after a few months the water companies will increase the monthly bill, claiming they are not selling enough water to cover “their” expenses.
