Janet Lim Napoles - the center of the controversy; she set up nongovernment organizations under her JLN Corp., which transact with lawmakers and other government officials to gain access to public funds. 2. Benhur Luy – a relative of Napoles and once her loyal aide, now the main whistleblower in the pork barrel scandal; he said lawmakers are sometimes the ones who seek Napoles out to propose projects they can fund and from which they get as much as 60 percent in “kickbacks”. 3. Senate Minority Leader Juan Ponce Enrile - the NBI claimed he got some P172.8 million through transactions with Napoles. 4. Senator Ramon “Bong” Revilla Jr. - the NBI claimed Revilla pocketed some P224.5 million of his funds through Napoles-led NGOs. 5. Senator Jose “Jinggoy” Estrada - the NBI said Estrada took home around 172.8 million of his Priority Development Assistance Fund by working with Napoles. 6. Former Masbate Rep. Rizalina Seachon-Lanete pocketed P108.4 million and former APEC Party-list Rep. Edgar Valdez, P56.1 million, through transactions with Napoles.
