These are facts that we are compelling its proceeds .. الحركة الوطنية الشعبية الليبية بيان الحركة الوطنية الشعبية الليبية بشأن الذكري الثلاثين لوضع حجر الاساس للنهر الصناعي العظيم في مثل هذا اليوم 28 هانيبال 1984 قام القائد معمر القذافي بوضع حجر الاساس لمشروع النهر الصناعي العظيم ، مذكرا بانه اخر محاولة جادة لانقاذ الحياة . وفي مثل هذا اليوم 28 هانيبال 1991 ارتوت بنغازي (حبيبة القائد المتخطفة ) بعد ان كانت عطشى تشرب من مياه السبخة . واوضح انه تم انجازه بإرادة الليبيين وسط المقاطعة الاجنبية والحصار وبتمويل من الليبيين فقط . ودعى القائد الى ربط نهر النيل بالنهر الصناعي العظيم لإنقاذ الامة ، و ربط نهر الكونغو بنهر النيل لانقاذ الدلتا ، وربط نهر اوبنقى ، ونهر شارى لانقاذ بحيرة تشاد . وقد تم في 10 التمور 2001، التوقيع على عقد تنفيذ المرحلة الرابعة للنهر الصناعي العظيم لتوصيل المياه إلى خط الجغبوب طبرق فاكتملت الشبكة لتربط ليبيا بشبكة ري واحدة تضاف الى الشبكات الثلاثة الاخري من كهرباء واتصالات وطرق ، وكانت الشقيقة الخامسة في طريقها للانجاز لربط ليبيا بشبكة السكة الحديدية . هذه الشبكات الخمسة انجرت بفعل الثورة لتعزيز وحدة الوطن وتنمية وازدهاره. مياه النهر الصناعي هي الأعلى جودة ونوعية عن نظائرها المحلاة من مياه البحر وكذلك الأقل تكلفة حيث تقدر تكلفة إنتاج المياه المحلاة من البحر في ليبيا بما يتراوح ما بين 1000 درهم إلى 3000 درهم للمتر المكعب، في حين أن تكلفة مياه النهر تتراوح ما بين 190 درهما إلى 211 درهما للمتر المكعب”. فيما يتعلق بالتكاليف التي تم صرفها وإنفاقها عليه منذ تأسيسه وبداية دراساته وتصاميمه منذ أن كان نهراً على الورق في ثمانينيات القرن الماضي حتى نهاية 2010 قد بلغت أحد عشر مليار دينار ليبي، غطت كافة الأصول والمواد الضخمة والمصانع والخزانات والمواد والعمالة وغيرها من الأعمال والمواد الخام المكملة ، انفق60 % منها داخل الجماهيرية ، ويشكل الليبيون نسبة 90% من العاملين بالنهر الصناعي العظيم . هذا المبلغ تم انفاقه في مشروع للحياة والنماء بينما النظام الارهابي انفق ضعفه على تمويل دروع الاخوان وتنظيم القاعدة ليشرع في تقتيل الليبيين وتهجيرهم وتعذيبهم . هذا المشروع الذي يعتبر أضحم مشروع هندسي في العالم عرفه التاريخ حتى الآن، وبمسافة تمتد إلى أربعة الآف كيلو متر؛ مشّكلة بذلك أضخم شبكة ري صناعية في العالم أجمع وحصل على الاعتراف العالمي كمشروع عملاق وإنجاز حضاري متقدم لمواجهة أزمة المياه المستفحلة في كل أركان الأرض،والتي نبه اليها القائد بان الحروب المقبلة ستكون بسبب المياه . قامت المنظمة العالمية للتربية والعلوم والثقافة اليونيسكو التابعة لهيئة الأمم المتحدة، في الثالث عشر من شهر الفاتح 2000 بإستحداث جائزة علمية دولية للمياه بإسم جائزة النهر الصناعي العظيم. وفي عام 2001 منحت اليونسكو ولأول مرة هذه الجائزة، للمجموعة البحثية الاسترالية العاملة في مجال المخزونات الجوفية للمياه وطرق استغلالها، خلال حفل كبير أقيم في مقر اليونسكو بالعاصمة الفرنسية باريس. وإستمرارا لإعتراف العالم أجمع بأن هذا الانجاز هو مشروع العصر المميز، وتقديرا وعرفانا لدور القائد في ابداع النهر الصناعي العظيم، قام وولف جامج نيومان مبتكر جائزة الطاقة العالمية بمنح القائد جائزة الطاقة والمياه العالمية في الجلسة الافتتاحية للقمة الاستثنائية للاتحاد الإفريقي التي انعقدت بمدينة سرت في السابع والعشرين من شهر النوار من العام 2004. وسجل النهر الصناعي العظيم في شهر هانيبال 2004، تفوقا تقنيا عالميا جديدا يضاف إلى الإنجازات الحضارية المتحققة للشعب الليبي بفعل ثورة الفاتح.فقد اعتمدت الجمعية الأمريكية للأنابيب الخرسانية، التطويرات العلمية التقنية التي أدخلتها ليبيا على صناعة الأنابيب الخرسانية السابقة الإجهاد المستخدمة بمنظومات النهر الصناعي العظيم، في المواصفات الأمريكية لصناعة الأنابيب الخرسانية. وأعلن ديف بروسور رئيس الجمعية الأمريكية المذكورة عن هذا الاعتماد، خلال الإجتماع الذي عقد بمدينة سان دييغو بولاية كاليفورنيا الأمريكية مطلع ذلك الشهر بين وفد المهندسين الليبيين العاملين بجهاز تنفيذ وإدارة مشروع النهر الصناعي العظيم وهذه الجمعية. وأكد رئيس الجمعية الأمريكية خلال ذلك الاجتماع، بأن الخبرة التقنية لمشروع النهر الصناعي العظيم تعتبر فريدة من نوعها إنطلاقا من ضخامة هذا المشروع وتفوقه في طرق التصنيع والأداء وطرق المراقبة والتشغيل والصيانة وبرامج إدارة المخاطر والحماية من التآكل، ولاعتماده على قاعدة بيانات غير مسبوقة لدى غيره من مصنعي ومستخدمي الأنابيب الخرسانية السابقة الإجهاد في أمريكا وكندا. كما أعرب رئيس الجمعية الأمريكية للأنابيب الخرسانية، عن الرغبة في أن ينضم جهاز تنفيذ وإدارة النهر الصناعي العظيم، لعضوية هذه الجمعية التي تقتصر عضويتها على مؤسسات تصنيع الأنابيب الخرسانية في قارة أمريكا الشمالية فقط. وفاز النهر الصناعي العظيم بجائزة المياه العالمية وذلك عن (منظومة الحساونة - سهل الجفارة) إحدى منظومات مياهه العملاقة. حيث منحت مجلة جي. دبليو. أي (معلومات المياه العالمية) التي تصدر في بريطانيا والمتخصصة في متابعة أخبار وأنشطة سوق الصناعة المائية عالميا، جائزتها السنوية عام 2005، لهذه المنظومة كأفضل مشروع..
