High-quality early childhood education has long been known to be amongst the very best things any government can spend money on: the outcomes in terms of a healthier, smarter and more productive population are huge. Nobel laureate James Heckman has estimated that the return on investment in early childhood is around 17 per cent annually. Unfortunately, and despite the huge investment it plans to make in its paid parental leave scheme, the Abbott government has been going in the opposite direction on child care.
