Limits on campaign expenses were included in Republic Act 7166, enacted in 1991, avowedly to hold back rich candidates from swamping their poorer opponents with their infinitely greater resources. Presidential and vice-presidential candidates are limited to spending only P10 for every listed voter; all other candidates are limited to P3. A political party is limited to spending P5 per voter.
