Lisa Monaco, the White Houses top counterterrorism adviser, announced Monday that the CIA will no longer use vaccination programs in its spying operations. Monaco addressed a letter to the deans of 13 public health schools who asked the administration to stop entangling vaccination programs with espionage activities. The CIA used a hepatitis vaccination program in Pakistan to collect DNA samples to search for children possibly fathered by Osama bin Laden. Health organizations lashed out when the agencys program was revealed, saying it lessened the possibility that citizens would seek vital medical care.
