Little Knowledge Sharing Forum: Why Japan Offers Lots of Aids to Support Cambodias Legal Sector ? Apart from relentless aid flows into Cambodias educational, health, and physical infrastructure sectors, a large portion of them is also abundantly injected into legal reform. Embracing its short-term occupation (1941-1945) in Cambodia, Japan, after the WWII-catastrope recoveries since 1947, senses its [moral] and social burdens to this poor former proxy. Among other channels of comforting and coaxing, aiding is the best alternative of equitable compensation. In fact, Japanese aids agencies have been actively deployed in considerable sectors since Cambodia achieved positive peace in 1998. However, inter alia, recent aids in legal reform in Cambodia have their meaning, especially after Japans economic operations have been expanded potentially in ASEAN, which Cambodia is a member to since 1999. The purposes are dimensional, but two remarkable phenomena are really worth a conaideration: 1. Most of aids in legal sector are only placed at Civil, not Criminal, Law reform, which concerns mostly with business affairs and rights of individuals on properties. Japan expects that through these aids, Japan can insert its legal structures and familiarities into Cambodias legal environment, making it much easier for Japanese direct investors in Cambodia to well adapt and be familiar with Cambodias legal system. 2. Enhance political cooperation to build strategic partnership with Cambodia in attempts to erode Chinas political influences. Helping in legal system, besides just in Civil Law, is more potential and somehow effective in shaping political behavior in a small extent though.
