When Marjol Battery moved to a more residential area of Throop, there was most likely no examination of the physical and hydrological features of the site with respect to protecting the health and welfare of the community. No assessment for the long-term isolation of waste. Not one of the long-term residents of the community ever mentioned to me that the company provided notification of the hazards they could be exposed to. Waste materials were not recorded in any systematic fashion. Disposal mainly consisted of deliberate in ground, with no pretreatment of waste to reduce the inherent toxicity. Acid waste was allowed to drain into ditches and eventually ended up in the Lackawanna River. In-ground disposal was the viable alternative to proper waste management. This deliberate introduction and retention of toxic materials resulted in uncontrolled releases of toxic substances into the environment.
