Found this in the bumph online Application No: TW/14/00986/PAPM Location: Land East of Common Road, Sissinghurst Proposal: Residential development of up to 65 dwellings Date 16th June 2014 I refer to your application for pre-application advice for the above dated 4th April 2014. May I take this opportunity to apologise for the lengthy delay before writing to you following our meeting at the site on 2nd May 2014. The site comprises 3.85 hectares of agricultural land gently rising toward its northern end, with Common Road running along its entire western side with Frittenden Road to the north. There is residential development adjoining it to the south, beyond a wooded boundary, with further agricultural land to the east. A pair of Grade ll listed cottages stand at the north west corner. Opposite in Common Road there is a fairly recently completed Primary School and to the south of this residential development including a site currently being developed as a rural exception site with social housing. The site lies outside the Limits to Built Development of Sissinghurst as defined by the Tunbridge Wells Borough Local Plan 2006, and as such it is considered to stand within the open countryside. In such a location there will continue to be a general presumption against new housing development, other than in circumstances as set out in Core Policy 1 of the Tunbridge Wells Core Strategy 2010. I note that the site is not being promoted as a rural exception site but will contain a majority of open market housing with 35% being made up of affordable housing. The site does not comprise previously developed land. Although there is development to the west of Common Road, including a new primary school and two small developments of social housing the character of the area remains very much rural in nature. An urban development of the scale envisaged would be considered out of keeping and detrimental to this character notwithstanding that the site is outside the High Weald Area of Outstanding Natural beauty that covers much of the Borough. While the site is not entirely isolated, Sissinghurst village is considered to lack sufficient services necessary to meet many of the requirements of the proposed development, resulting in occupiers remaining reliant on private transport means to access services in Cranbrook and beyond. I am therefore of the opinion that the development of this site would constitute development in an unsustainable location and would not be consistent with the principles of sustainable development as set out in the National Planning Policy Framework. I have consulted the planning Strategy manager who has confirmed that the current Borough Core Strategy includes no requirements for additional growth in Sissinghurst. It is not a settlement identified as being capable for additional growth. Any development at Sissinghurst will be restricted to sites within the Limits to Built Development, or will need to be able to fulfil the requirements of rural exception criteria. I note that you have not sought any advice in respect to highway issues at this time. I have noted the additional information handed to me at the site meeting. These will obviously form the basis of any application you may submit. In addition any housing needs survey information should be submitted to support the case for Social Housing on the site. Additionally, and without prejudice to the final outcome of any application, you will in all likelihood be required to submit a draft legal agreement under Section 106 of the Act to secure the provision of affordable housing for local needs as well as any financial contributions that may be required for the provision of local services by the Kent County Council.
